OpenAI's Grid Protectors utility program

OpenAI launched the Grid Protectors Program, which gives utilities the contractual ability to curtail power draw at its compute campuses during grid stress events. The first deal is with Georgia Power, which can cut up to 1,000MW from OpenAI's planned Effingham County, Georgia campus during demand peaks such as heat waves. The Effingham County site is a $30 billion project projected to require roughly 3.2 gigawatts and expected to begin operating in 2028. Even at full curtailment, the campus would continue drawing approximately 2,200MW. OpenAI argued that being a large, steady power customer benefits other ratepayers by spreading fixed grid infrastructure costs across more sales. Georgia Power stated it is working to ensure growth from data centers and other large energy users brings value for customers through higher reliability and lower prices. The project faced local protests in summer 2026.
