OpenAI agentic AI adoption in Europe

The gist

OpenAI: Agentic AI Tops Half of EU Enterprise Usage, SMB Users Up 8x

The figures from OpenAI indicate agentic AI has moved past experimental use into majority-share deployment among EU enterprise customers. The French public sector examples show agentic and sovereign AI deployments extending into infrastructure management and government services.

The full picture

OpenAI published an economic research report on October 14, 2026, stating that more than half of AI usage among its EU enterprise and business customers now involves AI agents, and that the number of small business users of AI agents has grown 8x across the region. OpenAI described this as 'Europe's shift toward agentic AI' and characterized broader adoption as 'the opportunity to turn broader adoption into deeper use.' A companion analysis on OpenAI's site frames the EU as entering a new chapter in its AI development trajectory and identifies deeper use cases as key to unlocking further value for EU organizations. Separately, French companies ThinkDeep and Akila have deployed a digital twin agent, powered by NVIDIA Cosmos, Nemotron, and Omniverse, managing nearly 5,800 kilometers of roads and buildings in Côte-d'Or, with total operating costs cut by 10% and a 30% reduction targeted as deployment progresses. Also in France, LINAGORA and Docaposte secured the CANUT framework agreement, making their Twake.ai platform, built on NVIDIA Nemotron, the sole referenced sovereign digital workplace for more than 2,500 French public sector organizations.
