House Homeland Security Chairman Andrew Garbarino and Select Committee on China Chairman John Moolenaar subpoenaed DoorDash to explain its use of Kimi K2.6, a model developed by Beijing-based Moonshot AI, after co-founder Andy Fang posted on X that the company delegates lower-level AI work to it. DoorDash's AI research lab found that both Kimi K2.6 and Anthropic's Fable 5 outperformed the Anthropic models the company had been using, at lower cost. The same House panels also sent letters to Cursor and Airbnb: congressional investigators found Cursor's Composer 2 was reportedly built using an open-weight Moonshot model developed by Chinese firm Anysphere, and Airbnb was questioned over its reported reliance on Alibaba's Qwen for customer service. A broad inquiry covering all Chinese-developed models could affect additional companies, including Cursor, Airbnb, and Siemens. Separately, the White House had prepared sanctions and cloud access bans targeting Chinese open-source AI models but paused those measures after Nvidia, Meta, Microsoft, and Google lobbied against the restrictions.
